Each publication is presented with a documented status, version, publication date, responsible body, and citation record.

Open institutions require more than public statements.
They require accessible documents, visible versions, and preserved institutional records.

Publishing Institutional Knowledge in the Public Interest

The publication mandate of the CDA Standards Organization is to make its standards, institutional principles, research foundations, governance records, and public participation materials accessible over time.


The Publications Library supports:

  • institutional transparency;

  • research accessibility;
  • documented version history;
  • public consultation;
  • independent implementation;
  • academic and institutional citation;
  • long-term preservation of organizational knowledge.

Publications may serve different functions.

Some establish institutional principles.

Some present research.

Some define standards requirements.

Some invite consultation.

Some document decisions already taken.

These functions must remain clearly distinguishable.

A publication is not only a communication instrument.
It is part of the institutional memory of the Organization.

Proposed publication statuses

Published
The document has been formally released by the CDA Standards Organization.

Approved
The document has completed the relevant approval process and is in force.

Public Consultation
The document is available for structured public or institutional review.

Working Draft
The document is under active development and may change substantially.

Research Publication
The document presents research findings or a theoretical framework and is not itself a normative standard.

Institutional Development Document
The document describes an emerging organizational architecture that has not yet reached final legal or governance status.

Planned
The publication has been announced but is not yet available.

Superseded
A later version has replaced the document.

Withdrawn
The document is no longer active but remains preserved for institutional history.

Publication does not automatically mean approval.
Approval does not eliminate version history.
